September 2024 State House Update

The NH General Court, (the State House of Representatives and State Senate), is essentially done with this Term, (two year Term began in December 2022). There is the possibility of one more Session at the call of the Chair of both the House & the Senate to override any vetoes, and Legislation that was tabled earlier this year could be taken off the table for reconsideration but the chances of any of that seems low.

May 2024 State House Update

The NH House of Representatives has passed the “mid-point” or “Change over Day” when the House has completed work on Bills for this session and will send Bills passed by the House over to the Senate for consideration. So called “change-over” remains an active voting day but does have some ceremony associated with the opening of the session. The Session opened on April 11, “Change-over Day” with the House being addressed by Consul General of the Republic of Korea Kim Jaehui as well as a Celebration of “Tartan Day”….

April 2024 State House Update

The NH House of Representatives is in the busiest portion of the 2024 Session right now. There are voting sessions of the House every Thursday in February, March, and most of April. In mid-April we will receive Bills Passed by the NH Senate and they will receive Bills passed by the NH House. Committee hearings will begin more or less continuously through-out the weekdays on the Senate Bills before being voted on in the NH House.

December 2023 State House Update

The NH House of Representatives is scheduled to start its 2024 Session on January 3 & 4, 2024.

NH Business and Industry Association scored all members of the NH House and Senate in 2023 based on nine bills they ranked as important to the success of growth and prosperity of New Hampshire: HB 2-FN; HB 57-FN; HB 74-FN; HB 142; SB 79; SB 152-FN; HB 524-FN; HB 418-FN & SB 263. I unknowingly voted with the NHBIA eight of the nine bills they took a position on.

November 2023 State House Update

The House held a Special Session on October 26th to consider the Governor’s Vetoed bills. Each house, (Senate and House of Representatives), votes separately. Veto overrides must pass each house independently. No overrides were successful in both houses therefore all Governor Sununu’s Vetoes were sustained. It is my understanding that initially neither the Senate nor the House had scheduled sessions to consider Veto, but many members felt it important for overrides of Vetoes to be considered so both House and Senate Leadership schedule the Override day

The NH House in the process of holding Hearings on Bills “Retained in Committee” from the Winter/Spring Session. The Bills retained basically are getting a second look and their advocates can make another case in support. New Bills and amendments are being processed by the Office of Legislative Services where the format of the bills is organized and standardized into a common format….

September 2023 State House Update

The NH House will have wrapped up its work for the Winter/Spring Session in late June will now begin Hearings in the Fall on Bills “Retained in Committee” from the Winter/Spring Session.

It is also possible for a Bill to be “Retained in Committee” meaning that a majority of members of a Committee couldn’t agree up or down on a Bill but felt it required further consideration at a later time. Typically, reconsiderations by Committee occur in the Fall, which is beginning now.

July & August 2023 State House Update

The NH House will have wrapped up its work for the Winter/Spring Session by the time you read this. Writing from the third week of June there is one session left, June 29, for both the House of Representatives & Senate to work out any differences on bills and send agreed upon legislation to the Governor. That’s the end of the story for now, however it occurs to me that it may be of general interest how we get to this point in the legislative process.
